What Is the Health Care Fund?
The CCPU Health Care Fund is a benefit program that helps providers like you access essential health care resources. It combines core benefits (such as dental, vision, life insurance, and provider support services) with the opportunity to enroll in a Reimbursement Program that helps offset health care costs — including premiums and out-of-pocket medical expenses.
The Fund is not a replacement for your existing health insurance. Rather, it works alongside your Qualified Health Plan to reduce your cost burden and expand your coverage.
Our Story: Why We Created the Fund
The CCPU Health Care Fund was born out of a deep belief: the providers who care for subsidized children deserve support too. Many health care programs assist clients, but the caregivers and service providers themselves often face high costs and barriers to care. In 2022, CCPU won $100 million annually from the state of California to help eligible child care providers like you reduce or eliminate their health care costs. These benefits are available to both union and nonunion childcare providers throughout California.
The CCPU Health Care Fund is a health care trust governed by a Board of Trustees. The Board is appointed by CCPU with representatives from SEIU Local 521, SEIU Local 99, and the United Domestic Workers/AFSCME Local 3930. Together, they’ve designed a self-sustaining system that gives back — one that empowers providers with the benefits and financial assistance they need to stay healthy, supported, and focused on their important work.
The Fund has grown with input from real providers. As we evolve, our commitment remains the same: to uplift those who uplift our community.
How It Works

Eligibility & Enrollment
Begin by meeting the Fund’s eligibility criteria (for example, working with a subsidized child for required months). Once you qualify, you enroll in the Fund and select the benefits you want (core benefits and, optionally, reimbursement). -
Access Core Benefits
Immediately after enrollment, you gain access to key benefits such as dental, vision, life insurance coverage, and provider assistance services. -
Optional Reimbursement Program
If you choose to enroll in the Reimbursement Program, you’ll provide proof of coverage and submit eligible medical expense claims (premiums, copays, deductibles, prescriptions, etc.). The Fund then reimburses you — up to annual limits, depending on your health plan.
Maintain Participation
To keep all benefits active, you’ll need to manage a few responsibilities:
- Keep your proof of coverage up to date
- Submit receipts and claims in a timely manner
- Use the Fund’s tools (such as the portal) to monitor and manage your benefits
